Такое заявление президент сделал на IX Всероссийском съезде судей, который стартовал сегодня. Глава государства выразил надежду, что участники съезда выработают конкретные меры, которые позволят решить эту задачу наиболее эффективно. Владимир Путин подчеркнул, что чрезмерно высокая нагрузка судей приводит к нарушению прав участников судебного процесса.
Добавим, что количество поступающих в суды уголовных дел в последние годы увеличивается. К примеру, по данным Судебного департамента при ВС РФ, за первое полугодие 2016 года в суды общей юрисдикции поступило 515 293 уголовных дел. Для сравнения, за первые шесть месяцев прошлого года этот показатель составил 484 809 дел. Однако, если анализировать те же периоды времени в отношении гражданских и административных дел (в совокупности), можно увидеть, что нагрузка, напротив, снизилась: 7 604 865 дел в первом полугодии 2016 года против 8 311 038 дел в первом полугодии 2015 года.
В настоящее время действуют Нормы нагрузки судей, судебных исполнителей и работников аппарата районных (городских) судов, утвержденные еще в 1996 году. В 2005 году Президиум Совета судей РФ разработал концепцию отдельного федерального закона, который актуализировал бы эти нормативы, но нормативный акт так и не был принят.
Президент отметил также, что требования к судьям должны остаться повышенными. Однако признал необходимость совершенствования работы квалификационных комиссий. Напомним, ранее сегодня на съезде неоднократно звучало предложение либерализовать порядок назначения на должности судей. Инициатива исходила от Председателя Совета судей РФ Дмитрия Краснова, идею поддержал и Председатель Высшей квалификационной коллегии судей РФ Николай Тимошин.
По их мнению, существующие критерии отбора кандидатов на должности судей слишком строгие.
