Минэкономразвития России сообщило1, что Правительство РФ приняло новые правила разработки административных регламентов предоставления госуслуг (документ появится позже).
Единый портал госуслуг автоматически будет предлагать подобранный под конкретного заявителя вариант услуги. В уведомлении будет также прописан исчерпывающий перечень документов, которые необходимо представить, сроки предоставления услуги и ее результат. Для этого нужно будет заполнить все разделы личного кабинета на портале госуслуг. Иными словами, гражданину больше не нужно тратить время на самостоятельное изучение всего перечня имеющихся государственных услуг и сверять, может ли он на них претендовать.
Например, при предоставлении субсидии на оплату жилого помещения и коммунальных услуг портал госуслуг укажет, какой комплект документов требуется подать гражданину в зависимости от его гражданства, состава семьи, наличия или отсутствия зарегистрированных в квартире людей. А в зависимости от возраста, трудового стажа, наличия наград, состояния здоровья и других факторов портал госуслуг определит, на какие из видов пенсий может претендовать гражданин.
В Минэкономразвития России ожидают, что полномасштабное внедрение механизма профилирования в рамках более чем 600 федеральных услуг произойдет до 1 января 2023 года, а для всех региональных и муниципальных услуг – до 1 января 2024 года.

Добавим, что механизм проактивного уведомления о доступных госуслугах уже был апробирован при выплате «школьного» пособия. Тогда родители, воспитывающие детей в возрасте от 6 до 18 лет, получили уведомления о возможности оформить выплату в личный кабинет на портале госуслуг. Напомним, ее размер составляет 10 тыс. руб. (Указ Президента РФ от 2 июля 2021 г. № 396 «О единовременной выплате семьям, имеющим детей»). Кстати, эту выплату начали перечислять начиная со вчерашнего дня.
