Минтруд России предлагает освободить граждан, проживающих в районах Крайнего Севера и приравненных к ним местностях, при этом получающих страховые пенсии по старости и инвалидности, от предъявления документов, подтверждающих их предстоящее пребывание в санатории, профилактории, доме отдыха, на туристической базе или в другом месте отдыха, при подаче заявления на компенсацию проезда в виде предоставления проездных документов1. Под такими подтверждающими документами понимаются путевки, курсовки и другие документы, содержащие сведения о предстоящем нахождении пенсионера в месте, избранном им для проведения отдыха.
Предполагается, что при вынесении территориальным органом ПФР решения о предоставлении такой компенсации наличие упомянутых подтверждающих документов учитываться не будет. Однако предъявление специальных талонов (направлений) на получение в транспортной организации, с которой заключен соответствующий договор, проездных документов, обеспечивающих проезд пенсионеров к месту отдыха и обратно, по-прежнему будет обязательным (абз. 2 п.8 Правил компенсации расходов на оплату стоимости проезда пенсионерам, являющимся получателями страховых пенсий по старости и по инвалидности и проживающим в районах Крайнего Севера и приравненных к ним местностях, к месту отдыха на территории Российской Федерации и обратно, далее – Правила).
Указанная компенсация может осуществляться в виде предоставления проездных документов, обеспечивающих проезд пенсионера к месту отдыха и обратно, или возмещения фактически произведенных расходов (п. 3 Правил). Как поясняет министерство, в прошлом году первым видом компенсации воспользовалось 5,5 тыс. человек (2,3% от числа всех граждан, имеющих на нее право), а вторым – 235,1 тыс. человек (97,3% от того же показателя). Причем средний размер компенсации в форме предоставления проездных документов в расчете на одного пенсионера составил 38,5 тыс. руб., а в форме возмещения фактически произведенных расходов – 13,8 тыс. руб. Ожидается, что нововведение позволит увеличить численность получателей проездных документов на 3 тыс. человек.
Независимая антикоррупционная экспертиза соответствующего проекта постановления Правительства РФ завершится 21 октября, а общественное обсуждение – 29 октября.
