Основные цели программы следующие:
создание инвалидам условия для беспрепятственного доступа к подъездам, лестницам, лифтам в доме, а также обеспечение приспособленности жилых помещений для использования инвалидами; социальное сопровождение инвалидов при предоставлении социальных услуг (содействие в оказании медицинской, психологической, педагогической, юридической, социальной помощи). При этом органы и организации, оказывающие такое сопровождение, обязаны взаимодействовать друг с другом, обмениваться документами и т.п. создание условий для беспрепятственного доступа инвалидов к транспорту, зданиям, магазинам, поликлиникам, школам и т. д.; формирование комплексных реабилитационных и абилитационных услуг инвалидам, в том числе детям-инвалидам.

В приоритете – формирование у инвалидов (в том числе детей-инвалидов) навыков самообслуживания задолго до того, как они начнут жить самостоятельно.
Планируется, что в результате реализации программы к 2030 году доля доступных для инвалидов объектов возрастет с нынешних 67,9% до 73,2%, а количество выпускаемых периодических изданий для инвалидов по зрению составит не менее 1500 единиц ежегодно. К этому же сроку 98% инвалидов должны быть обеспечены качественными реабилитационными услугами. Не менее 9 300 тыс. инвалидов в год должны будут получить необходимые им протезы.
По данным Росстата2, на 1 января 2021 года в России насчитывалось 11,6 млн инвалидов, при этом число инвалидов с каждым годом уменьшается.
