На заседании Комитета по бюджету и налогам рассмотрели законопроект о внесении изменений в федеральный бюджет на 2019 год и плановый период 2020–2021 годов. На него поступило заключение Счетной палаты и заключения профильных комитетов по разделам. Ожидается его повторное рассмотрение Комитетом 17 июня, и дальнейшее рассмотрение на пленарном заседании 18 июня.
На заседании Комитета были представлены основные прогнозы социально-экономического развития до 2024 года. Так, предполагается, что цены на нефть упадут до $53,5 за баррель к 2024 году. По расчетам Минэкономразвития России, обменный курс рубля в среднем за 2019 год составит 65,1 руб. Также, в следующем году ожидается снижение инфляции до 3,8%. Основные прогнозы не меняются, как подчеркнул первый заместитель Председателя Правительства РФ – Министр финансов РФ Антон Силуанов, уточняется лишь курс рубля, что и сказывается на характеристиках бюджета.
Прежде всего скорректированы доходы – они будут увеличены на 1% (205,6 млрд руб.) в основном из-за роста нефтегазовых поступлений. Что же касается экономических поступлений, то их рост связан прежде всего с ростом поступлений налога на прибыль организаций и НДС. Как отметил Антон Силуанов, связано это с ростом прибыли в основных отраслях экономики.
Что же касается расходов, то их также предлагается увеличить на 256 млрд руб. Часть средств направят на реализацию программ субъектов Федерации. Кроме того, планируется увеличить финансирование по жилищной программе – поддержка граждан, взявших ипотеку, обеспечение жильем ветеранов Великой Отечественной войны, увеличение взноса в банк ДОМ.РФ, который также возьмет на себя функционал кредитования застройщиков, увеличение имущественного взноса в фонд защиты прав граждан для завершения строительства домов с большими рисками.
Профицит бюджета остается практически не изменится, уменьшение составит 50,9 млрд руб.
