Правительство приняло «дорожную карту» газификации регионов (распоряжение Правительства РФ от 30 апреля 2021 года № 1152-р1). Она предусматривает ряд мероприятий по следующим направлениям:
совершенствование услуг по подключению к сетям, включая сокращение сроков и стоимости для потребителей; формирование благоприятных условий для расширения магистральной инфраструктуры; внедрение интеллектуальных систем учета поставляемого газа.
В частности, появится так называемый комплексный договор на обеспечение газом (подключение, поставка, техобслуживание). Такой сервис должен действовать по принципу «одного окна» и быть доступен на Едином портале госуслуг. Аналогичную услугу смогут получить те, кому нужно подключить объекты капстроительства к сетям газораспределения.
В кабмине подчеркивают, что документ предусматривает принципиально новую модель газификации территорий. Ее основой станут топливно-энергетические балансы, утверждаемые руководителями регионов. Кроме того, в каждом регионе появится единый оператор газификации, что позволит синхронизировать мероприятия по развитию магистральной инфраструктуры, межпоселковых и внутрипоселковых газопроводов с мероприятиями по подключению к сетям различных объектов, включая домовладения.

Напомним, ранее Президент РФ Владимир Путин в послании Федеральному Собранию поручил обеспечить бесплатное проведение газа к частным домам. «За подводку газа непосредственно до границы земельного участка в населенном пункте люди платить не должны», – заявил глава страны.
До 1 июля должен быть составлен график догазификации на 2021-2022 годы в отношении населенных пунктов, где уже проложены внутригородские и внутрипоселковые газораспределительные сети. А до конца II квартала должны быть подготовлены предложения по формированию единой программы газификации до 2030 года. О ее реализации Минэнерго России станет ежеквартально отчитываться перед правительством.
Планируется, что благодаря нововведениям к 2030 году уровень газификации российских регионов вырастет более чем на 10% и достигнет 82,9%, а граждане получат возможность подключаться к сетям быстрее и с меньшими затратами.
