Правительство РФ утвердило Правила исчисления периодов работы, дающей право на досрочное назначение страховой пенсии по старости для северян (постановление Правительства РФ от 10 сентября 2021 г. № 15321). Такие периоды будут исчисляться в соответствии с общими правилами, применяемыми к расчету стажа для всех досрочных пенсий (постановление Правительства РФ от 11 июля 2002 г. № 516).
Кроме того, в северный стаж теперь включаются периоды обучения и прохождения повышения квалификации. При этом должны быть соблюдены три условия:
такое обучение обязательно и предусмотрено законом; в период обучения за работником сохранялись рабочее место и зарплата; в период обучения работодатель выплачивал за работника страховые взносы в ПФР.
Напомним, что жители Крайнего Севера, а также приравненных к нему местностей имеют право выйти на пенсию на пять лет раньше общего пенсионного возраста. При этом они должны проработать не менее 15 календарных лет в районах Крайнего Севера либо не менее 20 календарных лет в приравненных к ним местностях и иметь страховой стаж соответственно не менее 25 и 20 лет (п. 6 ч. 1 ст. 32 Федерального закона от 28 декабря 2013 г. № 400-ФЗ «О страховых пенсиях»).
