Минтруд России разработал проект ведомственного приказа, в котором предлагается сократить сроки хранения выплатных пенсионных дел. Инициатива обусловлена необходимостью оптимизации деятельности территориальных органов ПФР по хранению выплатных дел, поскольку их долгосрочное хранение приводит к росту затрат. При этом количество обращений граждан по таким делам после 15-20 лет хранения составляет менее 1%.
В этой связи министерство планирует1 сократить следующие сроки хранения:
выплатных дел получателей страховой пенсии по старости, накопительной пенсии и пенсий по государственному пенсионному обеспечению – с 40 до 20 лет; выплатных дел получателей страховых пенсии по случаю потери кормильца и пенсий по государственному пенсионному обеспечению по случаю потери кормильца – с 30 до 10 лет.
Относительно выплатных дел получателей пенсий по инвалидности предлагается установить срок их хранения до даты назначения пенсии по старости, начиная с даты прекращения выплаты соответствующей пенсии, а в случае смерти получателя – 5 лет с даты прекращения выплаты соответствующей пенсии. На сегодня существует срок хранения таких выплатных дел – 50 лет, начиная с года, следующего за годом прекращения выплаты пенсии.
Срок хранения выплатных дел получателей пенсии из числа детей-инвалидов и инвалидов с детства (независимо от вида получаемой пенсии) – 40 лет – согласно проекту сокращению не подлежит, поскольку выплатное дело по данному виду пенсии может быть актуальным для установления досрочной пенсии по старости родителям, опекунам инвалидов с детства.
Соответствующие поправки планируется внести в Приказ Минтруда России от 3 сентября 2014 г. № 602н «Об утверждении Положения о сроках хранения выплатных дел и документов о выплате и доставке страховой пенсии, накопительной пенсии и пенсий по государственному пенсионному обеспечению».

Разработчики документа считают, что с принятием таких мер высвободится значительное количество архивных площадей, и финансовые расходы, связанные с их содержанием, будут сокращены. Кроме того, отмечено, что установление пенсии на сегодня осуществляется с использованием сведений индивидуального (персонифицированного) учета, сведений, находящихся в информационных системах ПФР, Федерального реестра инвалидов, Единого реестра ЗАГС, Федеральной государственной информационной системы учета результатов проведения СОУТ. Поэтому сокращение сроков хранения указанных категорий дел не приведет к ухудшению положения граждан в результате отсутствия выплатного дела и к повторному представлению документов для целей пенсионного (социального) обеспечения.
В случае принятия приказа вступление его в силу запланировано с 1 января будущего года. Документ опубликован на федеральном портале нормативных правовых актов. Антикоррупционная экспертиза проекта завершится 8 декабря, а общественное обсуждение – 16 декабря. _____________________________
