Правительство РФ приняло решение скорректировать действующие Правила подсчета и подтверждения страхового стажа для установления страховых пенсий (постановление Правительства РФ от 10 мая 2017 года № 5461). Так, подтвердить периоды ухода за инвалидом I группы, ребенком-инвалидом или лицом, достигшим возраста 80 лет станет проще. Эти периоды будут подтверждаться сведениями индивидуального (персонифицированного) учета. Такие сведения будут вноситься по решению органа, отвечающего за пенсионное обеспечение лица, за которым осуществляется уход. В настоящий момент для этого необходима подача заявления лицом, осуществляющим уход, с приложением документов, удостоверяющих факт и продолжительность нахождения на инвалидности (для инвалидов I группы и детей-инвалидов), а также возраст (для престарелых и детей-инвалидов) лица, за которым осуществляется уход (п. 34 Правил подсчета и подтверждения страхового стажа для установления страховых пенсий).
Кроме того, постановлением определяются особенности включения и подтверждения некоторых других периодов, включаемых в страховой стаж.
Так, в страховой стаж будут включаться периоды уплаты страховых взносов физическими лицами, добровольно вступившими в правоотношения по обязательному пенсионному страхованию, за себя или за другое физическое лицо, за которое не уплачиваются страховые взносы страхователем. Помимо этого будут засчитываться периоды, в течение которых лица, необоснованно привлеченные к уголовной ответственности и впоследствии реабилитированные, были временно отстранены от должности (работы).
При этом продолжительность указанных периодов не может составлять более половины страхового стажа, требуемого для назначения страховой пенсии по старости.
Период необоснованного привлечения к уголовной ответственности будет подтверждаться соответствующим постановлением суда и документом о необоснованном привлечении к уголовной ответственности, выданным в установленном порядке.

А периоды уплаты страховых взносов за себя российскими гражданами, работающими за пределами России, добровольно уплачивающими страховые взносы в ПФР, будут подтверждаться документами об уплате соответствующих обязательных платежей, выдаваемыми в установленном порядке территориальными органами ПФР на основании сведений индивидуального (персонифицированного) учета, и документами либо их копиями, заверенными в установленном порядке, подтверждающими периоды работы за пределами нашей страны.
По мнению кабмина, принятые изменения позволят гражданам в полной мере реализовывать свое право на государственное пенсионное обеспечение.
Документ вступит в силу по истечении 7 дней с момента его официального опубликования.
