На 6 июня более 57% всех жителей домов, предложенных к включению в программу реновации, выразили свое отношение к проекту. 88% проголосовавших высказались в поддержку реновации; жители 18 домов отказались от включения в программу.Эти данные привел мэр столицы Сергей Собянин, выступая в Госдуме в рамках парламентских слушаний по законопроекту о реновации. В обсуждении участвовали порядка 300 москвичей (жители домов, предложенных к включению в программу реновации), эксперты, вице-премьер Дмитрий Козак, министр строительства и ЖКХ Михаил Мень.
По мнению заместителя председателя Комитета Госдумы по безопасности и противодействию коррупции, а также одного из соавторов законопроекта, Анатолия Выборного, «подобное интегрированное обсуждение столь важного для Москвы проекта является огромным шагом вперед в направлении демократизации диалога между властью и обществом, предельного повышения уровня прозрачности законодательных инициатив».
Как отметил парламентарий, регулярные встречи депутатов с москвичами по вопросам программы реновации, позволяют подробно и эффективно корректировать законопроект для его дальнейшего рассмотрения в Госдуме. «Такой масштабный проект разрабатывается для москвичей, и роль депутатов – услышать своих избирателей и перевести их пожелания на законотворческий язык», — прокомментировал Анатолий Выборный.
На 6 июня в Комитет Госдумы по транспорту и строительству, ответственный за данный законопроект, от москвичей и депутатов всех фракций поступило 140 предложений о поправках, и около 90% из них учтены в новой редакции проекта закона.
В частности, в законопроекте появилось определение понятия «реновация». «Закон начинается с буквы, точнее, с понятия, которое этот закон устанавливает. С юридической точки зрения обсуждение отдельных аспектов реновации бессмысленно до тех пор, пока мы точно не определились с границами данного термина. Именно поэтому также важно расширение понятия «равнозначности» жилого помещения, в которое теперь войдут не только размер площади и количество комнат в квартире, но и обеспеченность инженерными коммуникациями, а также удобствами», — отметил Анатолий Выборный.
