Как следует из текста законопроекта, процедура «общественных обсуждений» будет четырехэтапной:
— власти должны сообщить о ее проведении на сайтах ведомств (не позднее недели до начала слушаний),
— опубликовать там же проекты (например, о капстроительстве),
— затем оформить протокол обсуждения
— и на финальном этапе опубликовать заключение о результатах слушаний.
Участниками обсуждения могут стать жители и владельцы земельных участков «на территории, в отношении которой подготовлен проект». Местных жителей при этом предполагается идентифицировать по паспортам с пропиской или их копиям; при «выявлении факта предоставления недостоверных сведений» замечания от участников слушаний не примут.
Все предложения граждан должны заноситься в протокол, а их содержание — в заключение по итогам слушаний, наряду с рекомендациями чиновников о целесообразности их учета в дальнейшем. Продолжительность обсуждения в интернете предлагается устанавливать самим чиновникам.
