Банк России рекомендует кредитным организациям, а также микрофинансовым организациям и кредитным потребительским кооперативам раскрывать все важные сведения о продуктах в стандартной форме, простой и понятной для клиентов, в так называемых паспортах, где будут доступно описаны их основные особенности и риски. Такая информация подлежит размещению в офисах и на интернет-сайтах данных организаций. Соответствующие письма Банка России от 11 сентября 2020 г. № ИН-06-59/130 и от 14 сентября 2020 г. № ИН-06-59/131 направлены указанным участникам финансового рынка, говорится1 в сообщении пресс-службы регулятора.
Банк России считает, что внедрение таких паспортов поможет потребителю принять осознанное решение при приобретении того или иного финансового продукта, снизит риски непонимания их существенных особенностей, позволит сравнить похожие продукты разных организаций. Так, в паспортах банки должны указывать минимальную гарантированную ставку по вкладам, условия получения более высокой процентной ставки. Рекомендуется также в случае изменения положений законодательства об условиях оказания банковских услуг, в отношении которых принято решение об использовании паспортов, самостоятельно осуществлять актуализацию таких паспортов.
Микрофинансовые компании, привлекающие деньги граждан под плавающие процентные ставки, должны указывать минимальную и максимальную процентную ставку и период, когда она применяется, а также сообщать, что минимальная сумма инвестиций по закону составляет 1,5 млн руб., указывать порядок изменения условий договора займа, разъяснить информацию о комиссиях, иных расходах потребителя. Кредитные потребительские кооперативы должны разъяснять, что обязательное условие инвестиций для гражданина – стать пайщиком со всеми полагающимися для него обязательствами (что подразумевает уплату дополнительных паевых взносов), а также объяснять условия выхода из кооператива (сроки досрочного возврата личных сбережений) и т. д.

Кроме того, в паспорт может быть включена информация о порядке разрешения споров с финансовой организацией, наличии или отсутствии государственной страховки внесенных средств, действиях потребителя в случае банкротства кредитного потребкооператива, описать досудебный, судебный порядок разрешения споров.
Рекомендуется предлагать потребителю паспорт финансового продукта сразу при обращении за услугой перед подписанием договора, а также при его продлении.
