Президент РФ Владимир Путин подписал Федеральный закон от 16 декабря 2019 г. № 434-ФЗ «О внесении изменений в статью 29 Федерального закона «О банках и банковской деятельности».
Документ1 предусматривает внесение дополнения в ст. 29 Федерального закона от 2 декабря 1990 г. № 395-I «О банках и банковской деятельности», посвященную регулированию порядка определения процентных ставок по кредитам, вкладам (депозитам) и комиссионному вознаграждению по операциям кредитной организации.
Так, теперь размер комиссионного вознаграждения, взимаемого кредитной организацией при осуществлении операций по переводу денежных средств между банковскими счетами физлиц в этой кредитной организации, не может быть обусловлен открытием указанных банковских счетов в разных обособленных подразделениях (внутренних структурных подразделениях) кредитной организации. Таким образом, закон отменяет так называемый «банковский роуминг» в целях прекращения практики применения повышенных тарифов при проведении межрегиональных переводов денежных средств между счетами физлиц, открытыми в одной кредитной организации.
Закон вступит в силу через полгода. Ожидается, что реализация закрепленной в нем новой нормы позволит защитить интересы потребителей финансовых услуг.
