Соответствующим Указом Президента РФ от 21 января 2020 г. № 21 «О структуре федеральных органов исполнительной власти»1 определено, во-первых, число заместителей Председателя Правительства РФ. Их девять, в том числе один первый вице-премьер, вице-премьер – полномочный представитель Президента РФ в Дальневосточном федеральном округе, вице-премьер – руководитель Аппарата Правительства РФ.
Во-вторых, упразднен Минкавказ России. Его функции и возникшие к моменту упраздения обязательства, в том числе из судебных решений, переданы Минэкономразвития России. В связи с этим Правительству РФ предстоит определить новую численность государственных служащих последнего.
Кроме того, установлено, что Росреестр, а также Росздравнадзор и ФМБА России теперь подведомственны Правительству РФ. Ранее они находились в ведении Минэкономразвития России и Минздрава России соответственно. Руководство деятельностью Росимущества перешло от Минэкономразвития России Минфину России.
Корреспондирующие поправки будут внесены в соответствующие президентские и правительственные акты.
К министерствам, федеральным службам и агентствам, руководство деятельностью которых осуществляет Президент РФ, отнесены:
МВД России; МЧС России; МИД России – ему подведомственно Россотрудничество; Минобороны России – к его ведению относятся ФСВТС России и ФСТЭК России; Минюст России – ему подведомственны ФСИН России и ФССП России; ГФС России; СВР России; ФСБ России; Росгвардия; ФСО России; Росфинмониторинг; Росархив; Главное управление специальных программ Президента РФ (федеральное агентство) Управление делами Президента РФ (федеральное агентство).
