Минобрнауки России скорректировало Порядок приема на обучение по образовательным программам высшего образования (далее – Порядок) в части приема на целевое обучение. Так, образовательные организации будут проводить его в пределах целевой квоты по специальностям, направлениям подготовки, входящим в перечень, определяемый Правительством РФ. А организации и органы, направившие на целевое обучение, заключат с поступающими соответствующие договоры по типовой форме (приказ Минобрнауки России от 31 августа 2018 г. № 36 н). В настоящий момент этот прием осуществляется в пределах установленных контрольных цифр, а квота целевого приема на обучение по программам бакалавриата, программам специалитета, программам магистратуры по каждой специальности и по каждому направлению подготовки ежегодно устанавливается учредителями организаций (п. 125 Порядка).
В ходе подачи заявления о приеме на целевое обучение поступающий будет представлять помимо основных документов копию соответствующего договора, заверенную заказчиком обучения, или его незаверенную копию с предъявлением его оригинала. При этом прием на целевое обучение в интересах безопасности государства будет проводиться при наличии в организации информации о заключенном договоре о целевом обучении, полученной от соответствующего федерального госоргана, являющегося заказчиком целевого обучения, и без представления поступающим копии договора.

Кроме того, согласно приказу вузы получат право включать в перечень вступительных испытаний на базе среднего общего образования профессиональное и (или) творческое испытание по специальности 54.03.05 Традиционное прикладное искусство. Сейчас они могут быть установлены, в частности, для специальностей: 07.03.01 Архитектура, 54.03.01 Дизайн, 54.05.01 Монументально-декоративное искусство (абз. 6 п. 24 Порядка). А в списке поступающих на места в пределах целевой квоты будут указываться сведения о заказчиках целевого обучения.
Приказ вступит в силу 25 сентября, за исключением положений, для которых установлены другие сроки начала их действия.
Напомним, что со следующего года заказчиков целевого обучения освободят от обязанности организовывать практику обучающихся.
