Правительство РФ определило программу государственных гарантий бесплатного оказания гражданам медицинской помощи на 2019 год и на плановый период 2020 и 2021 годов (далее – Программа). Так, документом определен средний норматив финансовых затрат на один профилактический осмотр, включая диспансеризацию, за счет средств ОМС, в следующем году он составит 1019,7 руб. (постановление Правительства РФ от 10 декабря 2018 г. № 1506 «О Программе государственных гарантий бесплатного оказания гражданам медицинской помощи на 2019 год и на плановый период 2020 и 2021 годов»).
Также определен средний норматив финансовых затрат на одно экстракорпоральное оплодотворение, в 2019 году он составит 113 907,5 руб., а на лечение онкозаболевания в стационарных условиях – 76 708,5 руб. Помимо этого Программой до 14 дней сокращены предельные сроки ожидания проведения компьютерной томографии, МРТ и ангиографии при оказании первичной медико-санитарной помощи для пациентов с онкологическими заболеваниями. Сейчас, по общему правилу, они не могут превышать 30 дней.
Примечательно, что в следующем году в базовую программу ОМС войдут два метода лечения в рамках высокотехнологичной медицинской помощи. Речь идет об эндопротезировании суставов конечностей и коронарной реваскуляризации миокарда с применением ангиопластики в сочетании со стентированием при ишемической болезни сердца.
Отметим, что на основании Программы региональным властям предстоит разработать свои территориальные программы госгарантий в срок до 30 декабря текущего года.
Кроме того, Правительство РФ утвердило также перечень жизненно необходимых и важнейших лекарственных препаратов для медицинского применения в следующем году (распоряжение Правительства РФ от 10 декабря 2018 года № 2738-р1). В этот перечень будет входить 735 лекарственных препаратов вместо 699 в текущем году, также 27 новых лекарственных препаратов появится и в перечне лекарственных препаратов для обеспечения отдельных категорий граждан. По одному новому препарату появится в Перечне дорогостоящих лекарственных препаратов и минимальном ассортименте лекарственных препаратов, необходимых для оказания медицинской помощи.
