Минздрав России предлагает установить порядок выдачи медорганизациями медицинских справок и заключений гражданам в электронной форме помимо существующего порядка их выдачи на бумажном носителе. Данная инициатива продиктована необходимостью оказания медпомощи, в том числе с использованием телемедицинских технологий, которые предполагают дистанционное взаимодействие медицинских работников между собой и удаленного наблюдения за состоянием здоровья пациентов.
В частности, для получения справки или заключения в электронном виде предлагается1 сформировать запрос в электронной форме, подписанный с использованием усиленной квалифицированной электронной подписи или простой электронной подписи посредством портала госуслуг либо через информационные системы, функционирующие в медорганизации. Меддокументы в указанном порядке должны будут предоставляться при согласии пациента или его законного представителя и также удостоверяться усиленной квалифицированной электронной подписью медработника. Электронный документ направят в личный кабинет гражданина на портале госуслуг.
В обычном виде на бумажном носителе справки и заключения, заверенные личной подписью, печатью врача и печатью медорганизации, будут выданы медорганизацией при личном обращении гражданина с предъявлением документов, удостоверяющих личность (при обращении представителя – на основании доверенности).

Ввести в действие новые правила выдачи медицинскими организациями справок и медицинских заключений предлагается взамен действующего порядка, утв. приказом Министерства здравоохранения и социального развития РФ от 2 мая 2012 г. № 441н.
Проект соответствующего приказа Минздрава России размещен на федеральном портале проектов нормативных актов. Независимая антикоррпуционная экспертиза по проекту завершится 5 августа, а общественное обсуждение – 13 августа.
