Мэр г. Москвы Сергей Собянин подписал указ о введение с 15 апреля 2020 года цифровых пропусков для поездок на личном и общественном транспорте (мотоцикле, скутере, автомобиле, такси, метро, МЦК, МЦД, пригородном железнодорожном и наземном общественном транспорте) по Москве и Московской области (указ Мэра г. Москвы от 11 апреля 2020 г. № 43-УМ). Наличие пропусков будет обязательным с 15 апреля 2020 г. Начать оформление пропусков можно будет с понедельника, с 13 апреля 2020 г. Как указывает Мэр, пропускная система будет носить заявительный характер. Пропуск выдается в электронном виде и представляет собой специальный код, состоящий из цифр и букв. Сначала указывается дата окончания срока действия пропуска, остальные знаки позволяют идентифицировать его владельца и цель поездки. Также на пропуске будет QR-код, который позволит быстро проверить его сотрудниками контролирующих органов. Будут введены следующие цифровые пропуска:
для поездок по работе. Пропуск выдается до 30 апреля включительно в случаях, если организация продолжает работать и присутствие сотрудника на рабочем месте является абсолютно необходимым. По такому пропуску можно совершать неограниченное количество поездок на работу и обратно. В него также включаются служебные разъезды, например курьерские доставки. для поездок в медучреждения. Выдается на 1 день и разрешает поездку в конкретное медучреждение. Количество выдаваемых в течение недели пропусков не ограничено. для поездок в других личных целях (в магазин, на дачу, на вокзал и прочее). Выдается на 1 день и разрешает поездку до места назначения и обратно. Получить этот пропуск можно будет 2 раза в неделю.
Для получения цифрового пропуска можно воспользоваться одним из трех вариантов: на портале MOS.RU, отправив СМС на короткий номер 7377 или заказав его по телефону +7 (495) 777-77-77. При подаче заявки на пропуск для поездки на личном транспорте необходимо сообщить его госномер. Если передвигаться планируете на общественном транспорте, то указываете номер «Тройка» или «Стрелка» (при наличии).
Для поездок между Москвой и Московской областью москвичам нужно будет заказать толь один пропуск на портале mos.ru. Аналогично, для поездок в столицу жители Подмосковья заказывают пропуск на своем сайте. Для поездки в Москву из другого региона необходимо запросить московский пропуск. Персональные данные, собранные для выдачи пропусков, будут храниться в соответствии с нормами законодательства о персональных данных. По окончании действия режима повышенной готовности информация о выданных пропусках будет уничтожена.

Без цифровых пропусков могут передвигаться в служебных целях только военнослужащие, сотрудники правоохранительных органов, судьи и иные служащие, имеющие удостоверения установленного гособразца, а также дети младше 14 лет. По требованию должностного лица гражданин должен будет предъявить паспорт и цифровой пропуск (показать распечатку или экран смартфона). Проверка пропуска будет осуществляться в присутствии гражданина с помощью специальной программы в планшете.
