В СПЧ прошла встреча с журналистами на которой, в том числе, обсудили перспективы увеличения НДФЛ и отмены налога для малоимущих слоев населения. Напомним, что такая идея не раз обсуждалась представителями Минфина России и Минэкономразвития России. Также, совсем недавно, на итоговой пресс-конференции председатель Совета Федерации Валентина Матвиенко поддержала идею отмены налога для некоторых категорий граждан с доходом, не превышающим МРОТ. Ведь по сути, если человек получает зарплату равную минимальному размеру и уплачивает с нее 13%, то «на руках» у него останется меньше прожиточного минимума.
При этом, стоит участь, что поскольку НДФЛ хоть и является федеральным налогом, но налоговые поступления от него, в соответствии с бюджетным законодательством, распределяются в региональный и местный бюджеты в соотношении 85% и 15% соответственно (п. 2 ст. 56 Бюджетного кодекса). Глава СПЧ Валерий Фадеев указал, что в случае отмене налога на для малоимущих, достаточно остро встанет вопрос выпадающих доходов регионов. Поэтому, по его мнению, при отмене НДФЛ для некоторых граждан стоит предусмотреть некие компенсации в региональные и местные бюджеты, например, оставив в них доходы (или какой-то процент от них) по другому налогу.
Также на встрече в СПЧ обсуждался и вопрос введения регрессивной шкалы налогообложения НДФЛ. Валерий Фадеев полагает неправомерным повышать ставку налога на доходы среднего класса в то время как в настоящее время имеется ряд проблем по взысканию налогов с доходов более обеспеченных слоев населения. «Я выступаю против повышения ставки НДФЛ и прогрессивной шкалы налогообложения. Потому что, с большей вероятностью введение прогрессивной шкалы налогообложения доходов физлиц ударит именно по среднему классу», заявил эксперт.
