Правительство расширило условия предоставления жилищного кредита по программе «Семейная ипотека» (постановление Правительства РФ от 14 апреля 2021 года № 5871). Если раньше льготную ипотеку можно было получить только на покупку готовой квартиры или дома, то теперь такая возможность есть также в отношении строительства жилья и приобретения земельного участка.
Напомним, ставка по льготной ипотеке для семей с детьми не может превышать 6% годовых. Недополученные доходы компенсирует банкам государство в соответствии со специальными Правилами (утв. постановлением Правительства РФ от 30 декабря 2017 г. № 1711).
Получить кредит по льготной ставке могут семьи, в которых с 1 января 2018 года родился второй или последующий ребенок (либо если ребенок в семье один, но он признан инвалидом). Предусмотрен первоначальный взнос –15% совокупной стоимости участка и строительных работ (либо только строительных работ, если земля у заемщика уже есть). Обязательное условие – строить дом должны компании или индивидуальные предприниматели по договору подряда.

Максимальная сумма кредита зависит от региона. В Москве, Московской области, Санкт-Петербурге и Ленинградской области она составляет 12 млн руб., во всех остальных субъектах – 6 млн руб. (подп. «б» п. 10 Правил возмещения российским кредитным организациям и акционерному обществу «ДОМ.РФ» недополученных доходов по выданным (приобретенным) жилищным (ипотечным) кредитам (займам), предоставленным гражданам Российской Федерации, имеющим детей).
Предполагается, что дополнительно будет выдано более 20 тыс. кредитов на сумму около 79 млрд руб. Площадь построенного на эти деньги жилья может составить 2,8 млн кв. м.
