Соответствующее постановление подписал глава Правительства РФ Дмитрий Медведев (постановление от от 17 апреля 2017 г. № 4571, далее – Постановление). Документом вносятся изменения в Положение о закупках лекарственных препаратов, предназначенных для обеспечения лиц, больных некоторыми редкими заболеваниями (далее – Положение). В частности, устанавливается, что медицинские организации смогут закупать лекарства для лечения некоторых орфанных заболеваний даже при отсутствии лицензии на фармацевтическую деятельность Для этого клинике достаточно будет иметь лицензию на осуществлении медицинской деятельности. При том что сейчас наличие лицензии на фармацевтическую деятельность при проведении закупки лекарств для больных редкими заблеваниями является обязательным (п. 2 Положения).
Кроме того, уточняется что орган исполнительной власти субъекта федерации при осуществлении аналогично учета лекарственных препаратов на основании акта приема-передачи издает распорядительный акт по каждой организации-получателю о передаче в ее оперативное управление лекарственных препаратов с указанием их номенклатуры, количества и стоимости (п. 2 Постановления).
По мнению кабмина, внесенные изменения повысят доступность лекарственной помощи сельскому населению, проживающему в удаленных и труднодоступных районах, будут способствовать совершенствованию лекарственного обеспечения лиц, больными редкими заболеваниями.

Добавим, что новые правила коснутся закупок лекарств для больных гемофилией, муковисцидозом, гипофизарным нанизмом, болезнью Гоше, злокачественными новообразованиями лимфоидной, кроветворной и родственных им тканей, рассеянным склерозом, лиц после трансплантации органов или тканей (п. 1 Положения).
Документ вступит в силу по истечении 7 дней с момента официального опубликования.
