На совещании с участием руководства ЦИК и членов рабочей группы по подготовке предложений о внесении поправок в Конституцию РФ Владимир Путин принял решение о назначении общероссийского голосования на 1 июля. Соответствующий Указ от 1 июня 2020 г. № 354 опубликован на официальном интернет-портале правовой информации. Напомним, ранее голосование по вопросу одобрения изменений в Основной закон страны назначалось на 22 апреля, однако из-за пандемии новой коронавирусной инфекции было отложено на неопределенный срок.
Поскольку днем голосования определен будний рабочий день (1 июля, среда), то он является нерабочим днем. При этом оплата работникам за этот день должна быть осуществлена в соответствии с положениями, установленными Трудовым кодексом применительно к оплате за нерабочие (праздничные) дни (с ч. 5 ст. 2 Закона РФ о поправке к Конституции РФ от 14 марта 2020 г. № 1-ФКЗ).
Председатель ЦИК России Элла Памфилова сообщила1, что совместно с Роспотребнадзором разработаны рекомендации для избиркомов по проведению голосования в условиях текущей эпидемобстановки. Также глава ЦИК гарантировала, что к 1 июля будут выполнены все необходимые требования по проведению голосования: открытость, прозрачность, достоверность и легитимность волеизъявления граждан. По ее словам, Общественная палата РФ формирует корпус наблюдателей.
Для соблюдения эпидемиологических требований порядок голосования претерпел изменения. В целях избежания очередей и скопления людей на избирательных участках главой ЦИК предусмотрено провести голосование в течение шести дней до основного дня голосования. То есть, в общей сложности возможность проголосовать у граждан будет в течение семи дней.

Сообщается, что будут обеспечены максимальное рассредоточение участников голосования во времени и пространстве и бесконтактность при проведении подготовительных мероприятий и в ходе процедуры голосования. Организаторов голосования проверят на наличие COVID-19, на всех участках для голосования участники будут обеспечены СИЗ и доступ к дезинфекционным средствам. Потоки голосующих разделят для входа и выхода на участки, также будет организован температурный контроль.
Возможность проголосовать на дому будет предоставлена не только для малобильной категории населения, но и для тех, кто, например, не может оставить родственника или маленьких детей. Широко планируется использовать систему «Мобильный избиратель», и в некоторых регионах – голосование дистанционным способом.
