Анатолий Выборный: Национальный реестр коррупционеров – доска позора

В понедельник, 19 июня, заместитель председателя Комитета Госдумы по безопасности и противодействию коррупции Анатолий Выборный принял участие в пресс-конференции, посвященной законопроекту о национальном реестре коррупционеров. Мероприятие прошло на площадке МИА «Россия сегодня», сообщает пресс-служба депутата.Законопроект был принят в третьем чтении депутатами Нижней палаты Парламента 7 июня т.г. и в настоящем времени находится на рассмотрении в Совете Федерации.

Поясняя основной смысл данного законопроекта, Анатолий Выборный пояснил, что эта законодательная инициатива направлена на своевременное выявление лиц – кандидатов на государственную и муниципальную службу – которые пытаются скрыть информацию о том, что ранее они были уволены со службы за несоблюдение антикоррупционного законодательства, в т.ч. из-за конфликта интересов. «Рассматриваемые новеллы помогут избежать подобной ситуации, в случае принятия кандидата на новое место работы» — отметил парламентарий.

Выступая перед журналистами, депутат обратил особое внимание на этическую составляющую противодействия коррупции. «Этот список уже назван «доской позора». А это значит, что человек 10 раз подумает, прежде чем совершить коррупционный проступок… Никто не желает, чтобы его друзья, тем более родные и близкие, да кто угодно, знали об этом и говорили о нем, как о человеке, который уволен с «волчьим билетом». Такая публичность Реестра является действенным механизмом формирования в обществе безусловного уважения к закону и нетерпимости к тем, кто не соблюдает антикоррупционное законодательство», —  пояснил Анатолий Выборный.

Отвечая на вопрос о мировых аналогах реестра коррупционеров, парламентарий привел в пример “черный список” Мирового банка, в который включаются лица, замешанные в финансовом мошенничестве и в коррупционных преступлениях. «Это абсолютно открытая информация, любой может получить к ней доступ. В «черный список» Мирового банка попадают как физические, так и юридические лица. Пример из числа отечественных законопроектов — инициатива о создании списков, в которые будут заноситься данные о гражданах, ранее нарушавших правила поведения на борту воздушного судна. Такие списки имеют двойственную функцию. С одной стороны, они выполняют превентивную функцию, с другой, предупреждают о возможных рисках. Но, в то же время, мы должны понимать, что внесение лица в Реестр, который мы сегодня обсуждаем, – это еще не крест на его карьере и вовсе не гарантия того, что этот человек обязательно повторит свой проступок», — сказал парламентарий.

Today, I went to the beachfront with my kids.
