По информации Минфина России, с 1 декабря система маркировки ювелирных изделий начнет работу в тестовом режиме, с этой даты маркировку можно будет осуществлять добровольно с открытием личных кабинетов в системе. А с 1 января 2021 года маркировать ювелирные изделия нужно будет в обязательном порядке. Начиная с 1 июня следующего года будет разрешен оборот только маркированных ювелирных изделий.
Как заявил1 Заместитель Министра финансов РФ Алексей Моисеев в рамках Московской ювелирной выставки, внедрение элементов цифровизации в сфере оборота драгметаллов обеспечит оперативный доступ к полной информации о приобретенном ювелирном изделии как для покупателей, так и для надзорных органов, при этом можно будет ознакомиться с информацией о происхождении изделия и его характеристиками.
Госсистема прослеживаемости позволит эффективно выявлять потенциальных нарушителей на всех этапах – от добычи до производства и продажи ювелирного украшения, а также автоматизирует административные процедуры взаимодействия государства и рынка, считает Руководитель Федеральной пробирной палаты Юрий Зубарев. Заместитель директора Департамента государственного регулирования отрасли драгоценных металлов и драгоценных камней Юлия Гончаренко сообщила, что тенденция исключения серебра из всех обязательных требований будет продолжена, при этом серебро остается драгоценным металлом, но с минимальной нагрузкой на участников рынка.

Напомним, с 23 июня 2020 года вступили в силу поправки в Федеральный закон от 26 марта 1998 г. № 41-ФЗ «О драгоценных металлах и драгоценных камнях» (далее – Закон № 41-ФЗ), которыми введена федеральная государственная информационная система, предназначенная для получения, обработки, хранения и предоставления информации о происхождении и об обращении драгоценных металлов, драгоценных камней и изделий из них (ГИИС ДМДК), а также изменения в части отмены обязательного проставления пробы на серебряных изделиях. Согласно ст. 12.2 Закона № 41-ФЗ информацию в ГИИС ДМДК обязаны представлять федеральные органы исполнительной власти, определяемые Правительством РФ, Банк России, юрлица и ИП, осуществляющие операции с драгоценными металлами и драгоценными камнями и состоящие на специальном учете, а также кредитные организации.
